I cant seem to find forged frostbearer am I doing something wrong ?

I got a wraithlord helmet, dark monarch and +1 speture chest and a +2 level Bonemeld so decided to re roll into a spectre necromancer build.

So I leveled as srs into slave drivers then swapped into syndicate operatives early when doing maps.

However my issue in red maps is now just single target dmg. So i went to try and get forged frostbearer from the ores.

​

I went through 20 scarabs to add extra ores just did back to back t1 maps. After I ran out of scarabs I then did this for 3 more hours just rushing ores in t1 maos to check still no spectre.

Sometimes I will do 3 or 4 maps without finding the correct ore for them to spawn.

Are they really just this rare ?
