My bank account is negative while my paypal has had a pending transaction that would cover it

My bank account lets you go upto $50 negative with no penalty if you bring it back to positive by the next business day at 11pm. A friend of mine needed help so I sent them $20 because I had someone send me $30 on paypal that has been pending almost a week and claims it would arrive today…….. my monthly maintenance fee came out today throwing things off so i had a negative balance yesterday instead of today. The paypal money still has not finished processing and I only have a few hours until it charges me a $30 overdraft fee…….Why is it always when we are struggling financially that everything seems to go wrong to make things worse? Lol
