I'll be landing in Tirana at 2am, will I find a bus going to Montenegro around that time?

I'm going to Albania and arriving at 2am. I want to go to Montenegro (Budva) and wanted to ask and see if there are any buses that starts that early? If so, how long is the trip? and giving that I'm coming in July. How's the border crossing?
