Mom refuses help and is a tyrant but is a danger to herself. I need advice desperately.

I will try to keep this as short as possible.

Some very limited backstory: My mother has serious mental health issues (she refuses to acknowledge them)and she’s extremely difficult to interact with. She was abusive to my siblings and I throughout childhood and continues to subject us to insanity. My sister and I are the only ones who have been involved in trying to help her over the past several years. I have gone no contact with her very recently due to her manipulation and cruelty and this has been very difficult for me but I cannot subject myself to her abuse anymore.
People say this is “the disease” but my mother has always been extremely harmful.

My sister was managing my mom’s medication over the past year because my mom is incapable of doing it safely on her own. We have tried a variety of different ways to keep her independent but she is fighting us to the death and absolutely refuses to acknowledge there is any issue. She canceled neuro psych for testing and has fired her primary care team. Her doctor that she had for many years said she has moderate cognitive dysfunction. It is well documented that she has deficits in her memory. I have taken her to ER, spoken with social workers, spoken to a multitude of medical professionals begging for help and it never gets us anywhere. I have the paperwork for DPOA which her previous doctor signed but in my state you need 2 signatures and nobody else is willing to sign, which I cannot even believe.

I will no longer have contact with my mom but I am willing to step in and help logistically in the ways it is needed to keep her safe. Yesterday my sister gave my mom all of her medications back and said she is done helping her. This is after my mom put my sister through so much stress and anxiety over the last year. My sister cannot and should not have to be in this position.

The problem is that my mom WILL misuse her medication. She refuses to accept help from any outside source. Is this the time to call APS? I honestly feel like we have done everything we can possibly do trying to keep this person safe but it’s seriously affecting my own mental health and that of my sister. We need help.

Any and all advice is welcome. Personal experience. I don’t want to place this in the hands of the government but it’s gotten to the point where it feels like my mom is forcing that. I feel her life is at stake with her medication in her own hands. Do I consult with a lawyer? I truly don’t know what to do and every senior affiliated place I call just tells me they cannot make my mom do anything.
