weilong v11 se vs rs3m v5 maglev ballcore uv

So im trying to get back into cubing after 2 years, i used to main the xman tornado v2 w smooth fast settings and was sub 15 (im trying to get unwashed and go for sub 13), within my budget i noticed the v11 se w black internals but it doesnt have the ballcore or maglev which I'd get in the rs3m at the same price range. Which one would you guys recommend? How important are those things in general, Also any other speedcube suggestions or advice would be appreciated.
