Buses in Dublin

I’m genuinely curious about the reasons why bus drivers just sit there at the first stop (if they even show up at all) until the second the bus is due to leave before letting people on. What’s the point? Does it not make more sense to spend that time letting passengers on? That way you get out on time and back to the depot early.
