Homemade sweet and sour syrup - Home Bartender's Guide to Tropical Cocktails

There are a few recipes in the book Home Bartender's Guide to Tropical Cocktails which call for "Homemade sweet and sour syrup", but although they give recipes for several syrups in the book, they do not for this one.

Does anyone have an idea of what the recipe for it is?
