Newbie looking for advice

Hi, i’ve just started getting into the actual TCG. I’ve been playing TCG pocket and TCG live for a while and thought it would be cool to start playing the actual TCG. I want to make a team rocket’s wobbuffet deck since he is my favourite pokemon. Should I buy the card on its own, or where can I get the destined rivals etb at a good price? (it has the wobbuffet card i think) Any advice would be greatly appreciated!
