Arena old camp

Do any fights in the arena at the Old Camp ever actually take place? Every time I talk to Scatty, he tells me that nobody is fighting at the moment and that I should come back in a few days. Do I need to wait until a later chapter, or is this just a placeholder feature that never happens?
