Never received my gems

I spent a decent amount of money on gems and I never got them, I’m actually so upset.

Ontop of that, I had an account last night and accidentally deleted the app while clearing out my apps, and my account is completely gone! I made a new one (annoyed bc I sent so much money in the old one) and when I got the gems today, the payment went through but my gems never came in. I tried to get a refund through Apple and they said they couldn’t do it, but I have all the proof? I’m so confused
