Question about the church bell

I wondered when I first watched the episode why Reverend Bryce didn’t hear the church bell ring. Surely he lives there — >!the note he reads about what to do in that event says “on the north side of the rectory there is a chamber,”!>and the rectory would be where he lived.

Then later, when Tom tells him about it, he says, “It woke up Rosemary and Patricia.” Which could mean that Tom works with them, and they both mentioned it, but also — were they the ONLY ones it woke up? It seems like City Hall and the Sheriff would be getting lots of calls about it. >!It was a supernatural event and it didn’t really ring seeing as the bell is chained up.!< Does it mean anything that only Rosemary and Patricia heard it?
