Is full mod shotgun (with silencer) better than the protector? For lab?

I've run cycles on both and I'm finding that the full mod shotguns performs very well pumping out crits and a slightly faster fire rate compared to the protector.

I've noticed that even though the protectors is a armor piercing weapon, it still doesn't get the full 65 dmg, as expected and also it's so much more rarer to obtain.

Im also starting to think the same between the nuetrilzar and a fully moded glock. It maybe something to do with my game play but the speed is so underwhelming and lab has a lot of closed spaces (not enough room to run). And end up losing more medkits doing using these weapons.
