Orc team box - lineman 2 missing arm?

I am building an Orc team box and seem to be missing the right arm from both of Lineman 2. The assembly instructions shows each of these models being three pieces. For lineman 2 the right arm is shown as being on the same piece as the head and shoulders, but the piece on the sprue does not have an arm. There is clearly a flat point under the shoulder where that arm should be glued.

I'm really confused because I’ve done a ton of searching and can’t find anyone reporting this issue. This orc team I believe was in the first of the new era box sets with the humans, is obviously a popular team, so I would expect something like this to be easy to find in a search.

Just to be sure I’m not missing something obvious, I checked that the sprues have 22 pieces. Three pieces each for six figures (18), two coins, and two tokens would equal that 22 pieces.
