Steam framerate issues?

I really want to play the steam release of the kingdom hearts games. When I was in the first area the framerate tanks when turning the camera and I was wondering if anyone knows a fix? Or if its only at the beginning of the game? I have tried disabling gsync, even locking my framerate to 60 didn't seem to help. I have a more than capable pc to run it. Is there a mod that fixes this potentially? Thanks for any help.
