How can i tell if my baby hairs will become terminal?

Im currently on min and dut for around 3 months and i am somewhere between nw1.5 and 2 but lately i noticed a lot of baby hairs growing in areas that were thinning im happy to see regrowth but im not sure how to tell whether these hairs are actually going to become terminal or if they will just remain thin and short
