Grad plus grandfather rule help, school has loans frozen

Hello I'm a graduate student who has enrolled into a graduate program before June 30th for summer and has maxed out all direct loans. I'm only eligible for grad plus. I read the current grandfather clause and it looks like I should be good but I need a disbursement of grad plus before July 1st for this clause to take effect.

My school is refusing to disburse any loans with the current confusion. I'm worried that their inaction will lead to me missing out on the clause. Is anyone else familiar with this situation etc. Thank you for your time and help.
