What are/is the White Rocks in this Sealed Baggie that Came with a Shipment from China with my order

I ordered a part and I received it in perfect shape in the box but there was a bag of white rocks in a sealed baggie. If it was a desiccant or similar why would someone put it on a sealed bag?

Maybe the package needs to be over a certain weight?????
