What's going on with AMS?

I got my edit book back today and none of my changes were highlighted to indicate they have been changed. I added several addresses, changed the stats on a few, and have probably 30+ name changes. Talked to the 204b that handles edit book stuff and she said she'll make the changes. What's the point of sending it off if they don't do anything with it? The 204b told me they don't do name changes anymore and moving even a single address requires filling out the address sequencing form for the whole route instead of just drawing an arrow like we used to. Any truth to that or is it just some nonsense my local is trying to pull?
