What’s up with TOS not filling covered call rolls toward the end of the day?

I typically roll out and up for a premium and I’ve noticed that I’ve had stock regularly called away because my valid orders are sitting as active and not being fulfilled despite the diagonal spread price being at or OVER current market.

I just had this happen again no matter how low of a premium I was willing to accept. Do I have any recourse against TOS in these situations?
