Rx 7700xt black screen issue after turning on windows

Hey there guys, recently I've ran into a problem. Whenever I shut down my pc and I turn it on again I get black screen. My gpu fan keeps spinning also the other fans of my case. My pc specs are:

ryzen 5 5700x

rx 7700xt

32 gb ram

gigabyte b550m ds3 ac motherboard

650 watt thermalright psu.

I have tried these solutions:

1. DDU and use older gpu drivers ( I've only tried 26.x.x version , haven't tried 25.x)

2. Clean install of windows

These solutions didn't seem to work. I need to hold the power button for 30 seconds, which turns off all the fans, and then press power button again which leads me to pc screen.

I tried to use my spare gpu gt 710, for which everything seems fine.

Now my question is what's the solution ? my gpu is faulty ? is it because i'm using pig tail cable ?
