Rules Question- blood surge and hellblaster hazardous

came up today. wording on both felt it was unclear of order

hellblasters shoot and kill a couple WE berzerkers

do the beezerks then blood surge before hazardous check for fire on death? or do you do hazardous, fire again then surge?
