Charging for quote

My husband called out a plumber for a quote. There is no website for this guy. Just a google maps ad and a phone number. Good reviews.

At no point was a quote fee discussed or disclosed. He’s now sent us a bill for a quote. We don’t think we should pay. What is the written legality/clause that we can respond with to shut him down?
