Why are there so few movies with a rainy dreary weather vibe?

I get it’s logistically more difficult. But rainy weather is so atmospheric for a horror film you think they would make it work. Even fake rain. I can only think of a few horror films that utilize rain and bleak weather in the background. We need more moody dreary weather movies.
