How far can I actualy get with hammer guardian?

So I understand hammer guardian, like unload pp thief and probably some other builds are barely more than meme/open world builds. However, I fell in love with hammer guardian since my guardian got its first hammer while leveling and nothing changed about that.

Now I learned that instanced endgame for the most part isn't the big challenge I thought it'd would be and today in my first raid my guildies even said not having much dmg is no big deal it all. Most content just isn't a dmg check.

So I wonder how far I could get come with a meme-build like hammer guardian. Like of course challenge mods are for the most part out of reach, but what about low t4 fractals or at least t3 fractals, would it matter too much there?

Or what about raids? I understand there are no tiers, but still a wide spread of difficulties. Could I get to like the most raids with my beloved hammer, except the hardest ones, or should I stop thinking to go into public raid groups with that builds at all?
