Why do states charge both State Business & Occupation (B&O) tax and a separate city sales tax? (WA)

I knew that sales tax should be charge when selling items, but had no clue about the additional B&O taxes. Don't have to worry about them this year, but how do business survive these intimidating taxes? Why are businesses have to pay both taxes?
