Boxers under swim wear

On holiday in the Caribbean. I am from the uk and most guys just wear swim shorts. I have noticed guys from USA also wear underwear such as boxers, briefs under their swim wear.

Just wondering why? I would of thought the boxers stay wet and become uncomfortable
