Keys off driffle made new steam account?

Not sure if right community but

I've bought keys off them before with no problem but this is the first time they've given me a new account in order to download the game?

It didn't state this before I bought and now i'm worried. Its an account from China of course.

I tried the family sharing thing but since that account resides in another country i cant do it

I submitted a ticket.
