Is the Tim Cahill challenge bugged? I didn't get him

Both his cards are extinct, I finished the 4 game challenge and I didn't get him.

I tried buying him but I keep getting beat to him, so I'm assuming other people aren't getting his player card as well and are buying it.

Is it bugged?
