Another FL-2 Flow Control error. Jacuzzi J-200. Persists AFTER replacement.

Hey everyone, pulling my hair out on this one. So I forgot to clean the filter and it got pretty funky. I went ahead and drained the entire tub, cleaned, cleaned filter etc, refilled.

Still got the error. Bought a replacement part and STILL got the error.

1. Kill power for 15mins.
2. Tub on, error on display. No pumps running.
3. (Here's the weird part). If I tap the flow controller housing with a screwdriver, it starts working.

This was the exact behavior as the original one, so that leads me to think it isn't the flow controller.
