Possible art scam?

Hi i have a question. I get these random accounts that add me for some reason and the first thing they ask is if I wanna buy an art comission from them. These artist always seem to have some Ai art and low quality art for some reason. I try to negotiate a price or something anf they always ask for 35 or 45 dollars. Anyone know if this is legit or a scam?
