Inheritance and No Will

Location: Virginia.
Quick summary leading up. My aunt died years ago and her children were adopted by their stepmother after my aunt was already dead. My cousins went on to basically disown my aunt's side of the family after her death, even going as far as to block my grandmother when they were adults and refused contact. Recently, my grandmother passed and did not create a will as she didn't expect to pass so soon. My cousins are contesting the decision of my aunts, dad, and uncles saying they deserve their mom's share of inheritance. I know there's laws about intestate succession but I also know there's a stepparent exception. Does that exception still occur if the original mother (my aunt) was dead before their father remarried?
