Retaliator nerfed?

Aight so I'm 💯 convinced they nerfed the retaliator into the ground. In season 1 I was able to kill up to blue kits with a white retaliator with ease. This season I have yet to get a single kill with one. I just went up against someone with an overrun I broke their shields as they ran past. My shield was not broken and we both started shooting at the same time when I rounded the corner and even with their shield broken and mine not the overrun he had still won over the retaliator. I landed every shot too.

Have y'all noticed the white retaliator being completely useless in encounters?
