I have a problem. After last update my frames can't seem to stay a solid number

For PC specs I have a NVIDIA GeForce RTX 4060 GPU and I have a AMD Ryzen 7 5700X 8-core processor and 32 GB of ram I got no clue why it happens but every time I shoot my gun my frames feel like they drop to around 60 (144 to 60) then slowly climb back up to 144. can anyone help me get my settings right
