Bug?

I’ve been playing for hours, and I can’t get the noa notification that tells me to explore the tadpole pens, I’ve already gone there and I can’t unlock the door yet. I’ve also already gone to zips blackbox and tried scanning it but nothing is happening, how should I fix this?
