Question for graduating HGE students applying for government jobs

Hello! I am a graduating student but our college graduation is scheduled pa po on August. Has anyone here tried applying po for government jobs right away po even if hindi pa po sila graduate? Our college has not yet released pa po kasi yung latin honorees so I'm not sure if I can apply po even if pasok po ako for honor graduate eligibility. Do I just wait po till I have the opportunity to complete my documents? Thank you!! T_T
