Neighbors keep leaving 7 yr old home alone

This little dude gets off the bus alone, walks across the complex alone and has no one home for at least a half hour to an hour everyday. The first time he came to our window and told us he was alone so i took my kids outside so he would be watched and have someone to play with. I called the school and let them know, hoping they could offer some resources.

The next week, he knocks on our window again... home alone. So my neighbor, who is a mandated reporter said to call the non emergency line so I reported it to them. They came out and documented the incident and gave the parents the benefit of the doubt after looking them up and calling them.

Then today it happened again. So I called and the same officer came out. This time talking about CPS.

My vent is mainly, how the fuck can you be that bad of a parent to leave a young kid home alone. And the other fucked up part is, the sister who is still in high school is the only one who shows up. I would never consider leaving my kids home like that for more then taking the dog potty. It makes me so mad. The kid told me he is always home alone. Totally breaks my heart.
