Delivey driver keeps giving me my neighbors package

I live in an apartment building. I have a neighbor that gets reoccurring packages like every 2 weeks. It clearly says apt. 7 on the package and they keep delivering it to me, in apt. 17. My girlfriend has tried to make a formal complaint but it sends her in circles. I have left notes, written on the packages and placed them in the stairwell area, and have gone and delivered them to the neighbor with a note attached explaining they were sent to our door and they should specify to check door numbers in the delivery instructions, all to no avail. We have marked these packages unsolicited with the numbers. What can we do?? I am about to just leave it at our door until the next one shows up with a note on it so maybe they get a hint.
