Does anybody else have a huge issue with all waterproof mascara flaking and smudging?

It's been a while since I've looked for waterproof mascara, probably about 7 years, but I remember everything flaking or smudging. Even the stuff everybody swore would stay would end up under my eyes by the time I got home from a night out. The one mascara I've ever had that didn't do this was an old Covergirl green bottle that they discontinued like 20 years ago. I do not have the face/eyes for a smudged mascara look. Usually, I could get a few hours out of my mascara without it smudging, but not a full day and definitely not if I was active. Is this just my lot in life or has something new come on the market that works?
