Owner hitting dog at dog park

Saw someone hitting a dog at one of the dog parks today. Don’t want to give too many details bc the guy scared me to be honest. But yes, I called the non-emergency line, and police took a report. I doubt they can do anything about it with just this. Guy was gone, I didn’t take a video bc the guy scared me. But just posting this in case anyone else witnessed it or witnesses similar in the future. I was on the fence about whether I should call or not, so just encouraging people to call if they see it. Multiple reports might make them more likely to do something about it, especially if you can get more identifying info than I did.
