Ruthless Bug?

I can't seem to rank up my ruthless rifle either through gameplay or the tinkering bench. It just sits there at level 40. I read something about having to convert or reconfigure the merciless rifle into a ruthless, but it says the required components are not available, even though I'm sitting with a merciless in my bag, not locked, not equipped. Can anybody shed some light on this?
