Water Pokemon

Looking for some recommendations on how to explain how water Pokémon swimming in the air like they do in the game? In my story I have a gym battle in a huge pool and my Dragalge comes out of the water to get a hug from the MC. I have a couple more fights I’d like to do with some fish in places that don’t have water and I like coming up with in universe reasons while i write cause it makes things flow better in my head
