Does sponsoring spouse have financial requirement (Quebec)

From the Canada website, it says Quebec has its own income requirement to sponsor spouse, which is 40015.

Is this a hard requirement? I make annual salary of 12000. But when I asked around people who specialize in immigration, they said immigration care more about the validity of marriage and income is not a hard requirement.
