Is it just my PC or does this game really need some stutter and UI optimization?

Open spell book? 1s freeze. Open research, empire tree, city menu, forge, hero menu, hero skills? always some choppy freeze.

Same happens when I'm scrolling on the map and stuff. Stutter stutter stutter. Sometimes I have to press certain buttons 2-3 times because I happened to click them during a stutter. I'm aware it's because the AI has to calculate things, but I think the logic shouldn't freeze the visual animations. Thoughts?
