Why won’t my ex give my stuff back?

My ex and I (long distance) broke up 3 months ago. He broke up with me. Kinda did me dirty. Anyway unfortunately due to flight baggage restrictions I was forced to leave A LOT of clothing shoes and makeup at his. I didn’t have time to box and ship it all before I left. I very politely asked if he’d mail it for me and of course said I’d pay.

He said he would. He didn’t. I asked again. He said he would, then he didn’t. After like 3 times of this, I said I’ll be back in his country for a different reason and can just come collect them so he doesn’t have to ship them. He said no. This was about 3 months ago. He lied and said he shipped them.

I recently texted asking for the tracking number. He admitted he lied and never shipped them, but lied because he wasn’t ready for me to visit and stay with him again, even though I never suggested that all I’d said was I’ll collect my stuff and leave. I said it’s okay but please will you mail them. He said he would this past week. I asked yesterday. He said he hasn’t and will next week instead. It’s so annoying because there’s a lot of valuables there and I understand I’m asking him to do me a favour, but he was the one who left me and did me dirty. Plus I’ve asked so many times, surely it’s more of an annoyance to just keep a huge pile of clothing in his apartment than to just send them?!
