D.I.S.C Belt from TWW. Is it still obtainable?

Been doing research on this thing for the past like hour and I'm losing my mind.

Its trackable in game, no where says its not obtainable anymore, I've ran several delves in TWW to see if it pops up, I've checked multiple characters and just nothing. The NPC by the titan device refuses to show up. I wasn't playing TWW when this came out so I don't have it stuck on another character I know that much.

Does anyone with some outside knowledge know if this is obtainable still and how you're supposed to get it? I just want it for transmog :(
