Possible inspiration for Most Wanted?

I'm watching an old 80s movie called The Wraith, and holy shit the opening sequence felt so similar to the opening of Most Wanted. The hero gets challenged by a punk villain in black who leans into his car and tells him he's gonna take his car in an illegal street race, and his girlfriend too if he doesn't play ball. The rowdy punks harass his girlfriend while he races against the villain, and the villain cheats right before the finish line by damaging the hero's car. The hero is forced to give his car up, and the film follows a revenge plot where the hero eventually faces off against the villain. It may not have a blacklist and it might be set in the west but those are some extremely similar story beats.

I've never seen anyone ever bring up this possible connection before but it feels too similar to be coincidence. Has anyone from Black Box or EA ever mentioned this film?
