Are tournament fleet spawns identical for all players?

I've noticed that fleet spawns in tournaments are static each tournament. For this tournament, I ran 3 times and all 3 times my first 3 fleet spawns were OC (895, 925, and 955). Last tournament, I ran it 4 times and had a different pattern compared to this tournament, but all 4 runs were identical spawns on each wave.

My question is stated in the title - is everyone in Legends getting 3 straight OCs this tournament? I want to make sure this is the case for all players otherwise we have a major element of unfairness baked into tournaments.
