Can my partner attach equipment I played in the base to one of their units on their turn?

I'm a bit confused about how equipment works in 2vs2. If I play an equipment card into the base during my turn, can my partner attach that equipment to one of their units during their turn, or does the equipment have to stay under my control / only be attached by me?
