How do you beat the Germans as the kadets in Petrograd 1917?

I’ve tried several times to beat the Germans as the Kadets because they have all the ministries at the start. I attack the Southwestern front and Cauascus Front but I never make any ground. I always get defeated with casualties as high as 200,000 on both sides sometimes. I’ve used the railroad to add more to the military, gave women the vote to get women’s battalions, passed land reforms to make people happy, moved more production to the war, added more soldiers to the front to try to outnumber the enemy, restored discipline in the military, etc. Nothing seems to work and I keep getting defeat after defeat. What am I supposed to do to finally get a win?
