The one year teachers training

One of my friends is enrolling this fall but after the news about it going from 16 months to 12 months they're now on the fence about even bothering to go right now.

They already paid for the upcoming fall semester, but if they wanted to just not go this semester and start next year instead so they go for the 12 month program instead of the 16 month program, is that even an option anymore to switch before you started? And would they be starting in January or May?

The way they see it, by not going it could save at least a few thousand dollars in expenses by saving 4 months of paying, plus they could then make at least a few thousand dollars by working some job in the months they would've just been at school anyways. So it's like a double win in that case.
